semi-independent accommodation for children&#8217;s social care.<\/p>\n<p>These proposals included:<\/p>\n<ul>\n<li>banning using this provision for under 16s<\/li>\n<li>introducing national quality standards<\/li>\n<li>ensuring independent reviewing officers represent young people\u2019s interests<\/li>\n<li>requiring local authorities and police forces to cooperate with each
